1. In the Toolbar place your mouse over the pan map icon and a small pop-up message will tell you the function of the tool.
2. Click the icon. A thin red line will appear around the icon 
3. Move your mouse cursor to the Interactive Map. The cursor will change from a white pointer arrow to a black cross with arrows on all four sides.
4. Using the mouse
cursor to find a starting point for the pan, click and hold the left mouse
button. While you hold
the left mouse button, drag the map in the direction opposite of where you
want pan to, then release the mouse button when you are satisfied with the
new map area. In other words, if you want to see what is east (or right)
of the image on your Interactive Map, then you need to click and hold the
left mouse button while dragging the map to the west (or left). By dragging
the map to the west, the east will become visible. Look below to see an
example of this. Remember that the Pan tool does not change the scale of
your map, it only moves the map around.

5. To undo the Pan function, click the Zoom to Last Extent button.
